July and August are best avoided as very, very hot and full of tourists, while most of the locals have departed elsewhere. Spring and autumn on the other hand can be ideal and far less crowded - apart from Easter which sees crowds visiting the pope.

Winter can be rainy but you will see the city with far fewer tourists and the weather is generally mild. However, accommodation may be cool as central heating is not universal. In early December to January there is a Bufana toy fair in Piazza Navona with lots and lots of sticky sweets for 'good' children and sweets looking like coal for 'bad' ones.
